About Kathy M. Bartz
Kathy M. Bartz was appointed Deputy County Executive by Macomb County Executive Mark Hackel in 2015. She is responsible for municipal and governmental relations and acts as a liaison between the County Executive, Elected Officials, and local municipality leaders. Kathy assists in determining needs, addressing issues, explaining policies and procedures, and initiating necessary action within the community. She maintains intergovernmental relations in order to develop and advocate for the benefit of the County. Kathy coordinates internal and external communications for the Office of the County Executive. She assists in the day-to-day operations of county departments, operations and services and plans marketing and outreach events.
Kathy is a visionary executive with experience across diverse industries including finance, accounting and healthcare. She is recognized as highly motivated, focused, optimistic and a strong leader. Kathy is a strategic thinker for developing policies and procedures and implementing processes. She has extensive experience in public relations, marketing and communications.
Her local government career began in high school when she worked in the Assessors/Treasurers office at Fraser City Hall. Kathy received her Bachelor of Science degree in Business Administration from Wayne State University in 1983. She worked as a branch manager at Manufacturers National Bank in Grosse Pointe. After leaving her banking career in 1991 to begin her family, she launched her own payroll business out of her home. Kathy was also employed at Motor City Accounting preparing personal and corporate income tax returns.
Kathy is an innovative and creative leader. She was awarded a United States patent in 2004 and three international patents in the UK, Mexico and Canada in 2005, for an energization cycle counter.
In 2007, Kathy worked at Presbyterian Villages (PVM) as a Vice-President, establishing corporate strategic goals, managing public relations functions; strategizing, developing, and implementing internal and external relations that moved the organization forward. Kathy was responsible for the revenue generated throughout 28 communities within the organization. She directed sales and marketing strategies to identify marketing opportunities and new project developments. She represented PVM to the public and developed relationships with local, state and federal officials to further advocacy efforts for seniors.
Kathy has served on the board of directors for Leadership Macomb, McLaren Foundation Board, Sterling Heights Regional Chamber, Michigan Chamber Health & Human Resources committee, Macomb Chamber Marketing committee and the Eastern Michigan University Health committee. She is a past officer of Anchor Bay Rotary. Professional affiliations: Michigan Chamber, Anchor Bay Chamber, Detroit Regional Chamber, Inforum member, Wayne State University Alumni Association and WSU Institute of Gerontology Corporate Associate. Kathy graduated from the Southeast Regional Collaborative Emerging Leaders, Leadership Michigan in 2012 and Leadership Macomb XV.
